Starting September 1, a package of measures will come into effect aimed at achieving significant energy savings. Initially, the regulations will apply for six months. For private households, the following rules will apply:
- Private swimming pools, pools, and hot tubs – both indoor and outdoor – may no longer be heated with electricity or gas. Exceptions are allowed for therapeutic purposes and most public facilities.
- Minimum temperature clauses in rental contracts will be temporarily suspended. However, tenants are still required to heat and ventilate adequately to prevent structural damage to the property.
- By the start of the heating season, gas suppliers and owners of larger residential buildings must inform customers or tenants about expected energy consumption, associated costs, and potential savings.
Second Regulation from October
The Ordinance for Ensuring Energy Supply through Medium-Term Measures (EnSimiMaV) is scheduled to take effect on October 1 and is expected to remain in place for two years. The Federal Council still needs to approve the regulation. It includes the following requirements for private, public, and commercial buildings:
- Mandatory annual heating inspections for buildings with gas heating systems.
- Hydraulic balancing becomes mandatory for large buildings with central heating powered by natural gas, if not already done.
- Replacement of inefficient, unregulated heating pumps in buildings with gas heating systems.
